He has 3.50 firmware and he can't make pandora if he doesn't have access to another psp that is homebrew-enabled, and he doesn't wanna open his battery up.

The store you can buy it at is maybe gamestop/gamecrazy or one of those used game stores. Any of the other stores won't have it like Best Buy, Target. Because he needs one of the original copies of the game. Sony came out with a patched game that prevents being able to downgrade with it.
ahhh.. kinda like bond for the xbox to softmod it.. I got lucky and got the game from a friend who didn't want it.. but if you were to go out and buy the agent under fire new.. it wouldn't work cause they updated their code in the game..

Well i think the easiest is Lumines imo, because you don't have to have the hassle of making the Magic Memory Stick and Pandoras battery, a lot of people have trouble with those. And it appears the easiest for you to make is the Lumines one since you don't have access to a 1.50 or custom firmware psp, but i would suggest just buying a pandora's battery and magic memory stick on ebay, instead of buying Lumines.
Just search ebay for Pandora Battery and Jigkick Memory Stick. Once you have them you can follow the tutorial here in the tutorial section. Then yes you can play iso's online.
When you get the magic memory stick and pandora's battery all you have to do is put them both in your PSP and you can figure it out from there.
Yes you can download games, but what do you mean play them ONLINE?
