The idea is that it will make EBOOT.PBP files FORCE that they use the full extent of the RAM in order to load faster. In a sense, it's like the "UMD Cache" feature that the Official PSP Firmwares offer for loading UMD's. The data is offloaded to the faster RAM instead of the "slower" memory card. The only problem with this idea is that you won't notice GIANT load time differences even if it's working optimally under a 64mb PSP 2000 series (slim) or newer because loading off of the memory card is already a pretty nice speed increase when compared to UMD loading speeds at default, and enabling this plugin can make "1.50 homebrew", which requires the 1.50 kernel info, to not work unless you disable the plugin.
It might be more tedious to disable this plugin every time you want to use "1.50 homebrew" if you're just going for the fastest EBOOT.PBP file reads. I know for me, it is, and I don't use this plugin.
