Look for the music.prx add-on for custom firmware, or perhaps someone will throw a link in your direction. You can use IR-Shell to do so as well. For the custom soundtrack in Vice City Stories, you have to use a tool from Rockstar.

What CFW do you have? It works perfectly with 3.71 M33-4. http://rapidshare.com/files/120886676/MUSICprx.zip

Yeah I was thinkin maybe this could work while you were playing the neo cd emu, by making a folder in MUSIC named 'Metal Slug' or something and listen to it that way.

Did the music play while you were playing an ISO/UMD? What do you mean by game?
Can you play the music while playing homebrew/Emus?

Did anyone ever resolve how to make the Music PRX work fully on 3.90m33-3?
i couldn't ever get it to work in-game.

I can get the Music to play through the PRX in the XMB, but whenever i launch a game of any kind it stops. And i did enable both plugins

I remembered seeing this thread a few days ago. I was going through PSP-Hacks.com and saw there was a version listened specifically for 3.90m33 and another for older. Here's the link for both.

3.90 m33
Older (that's what it says, at least.)

I don't have my pandora battery yet, so i'm still on official firmware and haven't tried. Hopefully that works since I planned to go with 3.90m33-3.
Slim - 3.60 -> 3.80 -> 3.90 -> 3.95 -> 4.00 -> 3.90m33 -> 4.01m33
