Example?
Anyone seen Pineapple Express, and Drillbit Taylor?
Notice any of the same sets?
Films are all about making money. I know people in the industry and have played as an extra in a few movies most recent of which was "Recount" a made for HBO film. I never got paid more than minimum wage for any role so don't jump to conclusions.
Anyhow,
The goal of making the film is to spend the least amount and hope that everyone on the planet wants to see it. This is why movies like Borat and Jackass are so profitable. No real big names or special effects.
If you look at some of the old Star Trek films there was a lot of recycling. For example a space battle station prop was flipped upside down and called an "outpost".
