Well, I JUST installed and tested this out... all for you my dear friend. Everything worked fine for me. List of things to check.
-VBA elf is labeled boot.elf and is in the apps folder for the Homebrew channel
-roms are in x:\VBA\roms\ directory, x being the letter name of your SD card
-create the saves folder x:\VBA\saves\ (just for good measure)
-you have the correct bios labeled bios.gba in the x:\VBA\bios\ directory
this is everything I did and I was able to load up roms no problem.
